The basic formula is simple: Assessed Value × Tax Rate = Tax Owed. If you qualify for an exemption—such as the Kentucky Homestead Exemption for homeowners 65+ or totally disabled—that exemption amount is subtracted from your assessed value first, lowering your bill.

What If You Think Your Assessment Is Too High?

Kentucky gives you the right to appeal, but the deadlines are tight. The process generally works like this:

  • Step 1 — PVA Conference: First, request a conference with the PVA during the annual inspection period (which typically begins the first Monday in May and runs about 13 days). Many counties allow this by phone, email, or in person.
  • Step 2 — Local Board of Assessment Appeals: If you and the PVA cannot agree, you may appeal to the county board, filed with the county clerk by the deadline.
  • Step 3 — Kentucky Board of Tax Appeals (KBTA): If still unresolved, you may appeal to the state board, generally within 30 days of the local board's decision.
