How to Appeal Your Property Tax Assessment in Kentucky (Step-by-Step)

If you opened your property tax bill and felt your home was assessed for more than it is really worth, you are not stuck with it. Kentucky gives every property owner the right to appeal—but the deadlines are tight and the process has specific steps. Here is how to do it the right way.

Step 1: Review Your Assessment

Start by finding the assessed (fair cash) value on your notice or with the Laurel County PVA. Then compare it to recent sales of similar homes in your neighborhood. If comparable homes are selling for less than your assessed value, you may have a strong case.

Step 2: Request a PVA Conference

The first formal step is a conference with the PVA during the annual open-inspection period, which typically begins the first Monday in May and runs about 13 days. Many counties allow this by phone, email, or in person. Bring your evidence: recent comparable sales, photos of needed repairs, or an appraisal.

Step 3: Appeal to the Local Board of Assessment Appeals

If you and the PVA cannot reach agreement, you can appeal to the county Board of Assessment Appeals by filing with the county clerk before the deadline (generally right after the inspection period closes). You will present your evidence to the board.

Step 4: Appeal to the Kentucky Board of Tax Appeals (KBTA)

Still not satisfied? You can take your case to the state-level Kentucky Board of Tax Appeals, generally within 30 days of the local board's decision.
